On March 1, the County Council unanimously passed bill 8-21, a bill I introduced that would create a stop gap for pier construction, if riparian rights due to erosion, came into question. It also requires notification by email or mail, to an HOA or abutting property owner, to proactively address these same concerns.
While this bill came to be from a pier case in Cape St. Claire, there have been, and in all likelihood will be, riparian right questions in the future, as shoreline erosion takes place.
The county cannot determine riparian rights, and with this legislation, it will allow these decisions to be made through the appropriate legal avenues before construction begins.
