FOR the purpose of repealing the provisions for nonconsensual towing in the Public Safety Article and amending and relocating those provisions to the Licensing Article; adding certian amendments to the towing provisions in Article 11 including required methods of payment for all towing companies and imposing certain restrictions on towing companies engaging in nonconsensual towing; providing for a delayed effective date; and generally relating to towing.
