FOR the purpose of ;adding townhouses as a conditional use in a C2 zoning district; ;allowing certain multifamily developments within 2 miles of a US Military Facility with road frontage on MD RT 295 or a commercial complex business complex, regional commercial complex or suburban community center consisting of at least 1,000.000 square feet to have reduced non-residential use requirements if certain requirements are met;
