Michael Borgese named Acting Superintendent
Annapolis, Md. (September 21, 2020) Today, County Executive Steuart Pittman announced the retirement of Bill Martin, Superintendent of the Department of Detention Facilities, after a distinguished 50-year career in corrections. Mr. Martin was named acting superintendent on January 1, 2019 with plans to retire after serving in that capacity. However, at the request of County Executive Pittman, he agreed to postpone his retirement for one year and was permanently appointed to the role on April 4, 2019. Michael Borgese, the Correctional Facility Administrator for the Jennifer Road Detention Center since 2015, will become acting Superintendent upon Mr. Martin’s retirement.
“I want to thank Bill Martin for postponing his retirement so that he could step up and lead the department at a critical time,” said County Executive Pittman. “He eradicated a dangerously high staff vacancy rate, facilitated the opening of our new Central Holding and Processing Center, and prevented both of our detention centers from COVID-19 outbreaks. His retirement is well-earned.”
Mr. Martin is a U.S. Air Force veteran who started his career in 1970 working in correctional programming for what is now the Circuit Court for Baltimore City. After 19 years in that role, he served as a Chief Administrator in Montgomery County Corrections for seven years. He returned to his home county of Anne Arundel in 1997 as an Assistant Facility Administrator. He became Warden of the Ordnance Road Correctional Center in 2001 and was named Superintendent of the Department of Detention Facilities in 2019.
“Serving as Superintendent for the Pittman Administration has truly been an honor and a pleasure to cap my 50-year career,” said Bill Martin. “With Mr. Borgese as acting Superintendent, the Department of Detention Facilities is in good hands.”
Michael Borgese is a lifelong Anne Arundel County resident who started his career with the Department of Detention Facilities as a Detention Officer in 1996. He served as a Sergeant, Lieutenant, Captain, Assistant Correctional Facility Administrator and ultimately Correctional Facility Administrator for the Jennifer Road Detention Center in 2015.
Mr. Borgese played a critical role in developing and opening the Central Holding and Processing Center on Jennifer Road in Annapolis, which opened in June of this year. When COVID-19 became a potential threat to staff and the inmate population, he put in place protocols at the detention centers that have successfully mitigated the number of positive cases.
“Michael Borgese is eminently qualified to step up and lead this department,” said County Executive Pittman. “I look forward to working with him as acting Superintendent.”
The effective date of these personnel announcements is October 1, 2020.
