Northern District

Citizen Robbery (Handgun) / Brooklyn

On October 19, 2020 at approximately 8:40 p.m. Northern District officers were flagged down in 5000 block of Ritchie Hwy in Brooklyn for a report of an armed citizen robbery. The victim reported he was on the side of the building with his bicycle when the suspect approached him, brandished a black semi-automatic pistol, and demanded the victim's bicycle. The victim compiled at which time the suspect took the gray Shimano mountain bike and stated “I’m taking it and I’ll give it back” and fled the area. Officers conducted a canvas but were unable to locate the suspect. The suspect is described as a black male, in his 20’s, approximately 6” tall, wearing a black/blue jacket, blue jeans, dreadlock hair style, and in possession of a black semi-auto pistol. Eastern District

Weapons Violation / Glen Burnie

On October 19, 2020 at approximately 11:40 p.m. officers were on foot patrol in a neighborhood in the area of Silverleaf Court and Elvaton Drive when they observed a silver Chrysler 200 occupied by three males. Upon approaching the vehicle, officers observed a rear passenger attempting to conceal a black semi-automatic handgun. The vehicle occupants were detained and the loaded .40 caliber Smith & Wesson handgun was recovered. A search of the vehicle resulted in the recovery of a second loaded Glock 9mm semi-automatic handgun. All three subjects were arrested and charged accordingly.

Western District

Fatal Crash / Odenton

On October 19, 2020, at approximately 7:40 a.m. officers responded to Piney Orchard Parkway near Old Waugh Chapel Road for a crash involving a vehicle and bicyclist. A green Honda Civic was traveling southbound on Piney Orchard Parkway approaching the intersection with Old Waugh Chapel Road. The bicyclist was traveling southeast on Old Waugh Chapel Road crossing the intersection. The Honda Civic struck the bicyclist in the intersection. The bicyclist suffered life threatening injuries and was transported to University of Maryland Shock Trauma Center by the Anne Arundel County Fire Department. The bicyclist later died as a result of the crash. The driver and passenger of the Honda Civic did not suffer injuries. Drugs and/or alcohol do not appear to be a contributing factor in this crash. The crash is currently under investigation by the Traffic Safety Section.

Homicide (Arrest Warrant) / Linthicum Heights

On Tuesday, May 19, 2020, at approximately 3:47 p.m., Anne Arundel County Police responded to the 1100 block of Winterson Road, Linthicum Heights, Maryland for an assault. A person called 911 because they had been on the phone with Carol Elizabeth Windsor when they overheard a struggle between Kimberly Lynn Windsor and Carol Windsor. Upon arrival, officers spoke with Carol Windsor, a seventy-four year old female from the 1100 block of Winterson Road, who advised she had been assaulted by her daughter, Kimberly Windsor.

Carol Windsor reported to police that Kimberly Windsor threw a clock at her head, pulled her to the ground, pulled her hair, kicked her, and ran over her with a wheelchair. Officers took photographs of the room in disarray and along with Carol Windsor’s injuries. Officers noted Carol Windsor was bleeding from her right hand in which she also complained of pain and experienced difficulty in breathing. Fire Department personnel responded to the scene and transported Carol Windsor to a local hospital for treatment of her injuries. 

Kimberly Windsor was present in the hotel room and positively identified by officers. When Officers attempted to arrest her she assaulted the officers and fire department personnel. Kimberly Windsor was taken into custody after a struggle where she was initially charged with three counts of Second Degree Assault. 

On Friday, May 24, 2020 at approximately 4:41 a.m., Carol Windsor succumbed to her injuries. Medical records noted Carol Windsor suffered from broken ribs coupled with chest pain and a chronic cough. She was transported to the Office of the Chief Medical Examiner where an autopsy revealed her cause of death as being cardiovascular disease complicated by the assault with the manner of death being homicide. Homicide detectives responded to the scene along with the Evidence Collection Unit where a search warrant was executed at the place of occurrence in the 1100 block of Winterson Road. Digital evidence was secured and witnesses were interviewed.

Working in conjunction with the Anne Arundel County State’s Attorney’s Office an arrest warrant was issued for Kimberly Lynn Windsor, a forty-six year old female from the 1100 block of Winterson Road. Kimberly Windsor was charged with Second Degree Murder, Manslaughter, and First Degree Assault in regards to the murder of her mother, Carol Windsor. Kimberly Windsor has been incarcerated at an out of county facility since this incident occurred. A detainer has been sent to the facility and upon her release will be extradited back to Anne Arundel County to be formally charged.
