FOR the purpose of prohibiting the County from enforcing conditions imposed in connection with the proclamation of an emergency that are more restrictive than conditions imposed by the State in connection with a proclamation of emergency unless authorized by ordinance adopted by the affirmative vote of five members of the County Council; and generally relating to civil emergencies.
