FOR the purpose of reducing the capital facility recoupment charge; providing for increases in the capital facility recoupment charge to become effective on certain dates; providing that the environmental protection charge not be applied to a capital facility recoupment charge; making this Ordinance an emergency measure; providing for the effective date application of this Ordinance; and generally relating to the capital facility recoupment charge.
