Moyah Panda serves as the Executive Director of the Police Accountability Board and is an attorney licensed to practice law in Maryland. Most recently, Moyah worked for the Law Offices of Christopher R. Costabile as a Senior Trial Attorney. In that role, she was responsible for representing Liberty Mutual Insurance Company and its policyholders in complex civil litigation matters including traumatic brain injury and wrongful death cases. Moyah often appeared before administrative agencies, such as the Maryland Worker’s Compensation Commission, the Maryland Insurance Administration and the Office of Administrate Hearings. She also regularly performed legal audits to ensure compliance with file handling from referral to adjudication. Previously, Moyah was an Assistant State’s Attorney for Baltimore City handling felony prosecution, where she was responsible for presenting cases before the Grand Jury for indictments and frequently interacted with members of different law enforcement agencies, as well as members of the local community. A seasoned trial attorney, Moyah has tried over 50 jury trials, hundreds of bench trials and countless mediations and arbitrations.
Outside of her legal career, Moyah remains active in her local community, with a focus in mentoring the next generation of leaders. Moyah serves as Treasurer of The Everett J. Waring-Junita Jackson Mitchell Law Society, a member of the Peer Review Committee of the Attorney Grievance Commission of Maryland; a Member-at-Large of the Howard County Branch of the NAACP; member-at-large for the Litigation Section of the Maryland State Bar Association; and a member of Alpha Kappa Alpha Sorority, Inc, Iota Lambda Omega Chapter. Moyah obtained her Juris Doctorate from the University of Maryland Francis King Carey School of Law and a Bachelor’s Degree in Sociology from the University of Florida.
