American Rescue Plan Funding

The American Rescue Plan Act (commonly known as "ARPA" or "ARP") was signed into law on March 11, 2021, to provide financial support for state and local governments affected by the COVID-19 pandemic. The U.S. Treasury Department distributed funds to Anne Arundel County in two equal installments, or "tranches," with the first distribution occurring May 19, 2021, in the amount of $56,254,707 and the second occurring June 6, 2022, in the same amount. ARPA funds may be used to cover qualifying costs obligated between March 3, 2021, and December 31, 2024, and expended by December 31, 2026.

Anne Arundel County is allocating ARPA funding to county agencies and community organizations in support of projects which meet the federal requirements for the use of funds to:
  • Address the public health emergency or its negative economic impacts, including assistance to households, small businesses, and nonprofits, or aid to impacted industries such as tourism, travel, and hospitality;
  • Provide premium pay to eligible workers performing essential duties during the public health emergency;
  • Sustain and supplement government revenue; and
  • Provision investments in water, sewer, or broadband infrastructure.
