It was in 1965 that the department's first two black male officers were hired. Norfleet Barnes (deceased) and Reginald Harris were pioneers in a time when, because of prevailing social attitudes, most blacks did not feel welcome in the police department. Elinor Foote, the first black female hired in 1973, would also be fighting on the front lines of social change. Their efforts paid dividends leading to the appointment of the first black Chief of the Anne Arundel County Police Department Amal Awad. #LeadTogether
