Regional Organized Retail Theft - Arrests
Three suspects have been arrested in connection with an organized retail theft operation targeting luxury fragrances at Ulta stores across multiple jurisdictions. From August 2024 to March 2025, the crew victimized many regional retail establishments. During these thefts, the suspects would enter the business, steal high-end fragrances, and flee before police arrival.
The Anne Arundel County Police Department, in cooperation with the Fairfax County Police Department, Prince William County Police Department, Fairfax City Police Department, and Montgomery County Police Department, identified and dismantled this organized retail theft crew, which has been linked to the thefts. Their crime spree resulted in an estimated $190,000 in losses, highlighting the importance of regional cooperation in combating organized retail crime.

- 2/27/2025 - Theft - Ulta Beauty - 8048 Ritchie Highway, Pasadena
- 3/3/2025 - Theft - Ulta Beauty - 2566 Solomons Island Road, Annapolis
- 3/16/2025 - Theft - Ulta Beauty - 1410 S Main Chapel Way, Gambrills
- 3/24/25 - Recovered Stolen Auto - 2002 Annapolis Mall, Annapolis
The crimes committed in Anne Arundel County resulted in an estimated $107,000 in losses.
Through investigation, detectives identified multiple vehicles used in these thefts. On March 24, 2025, around 5:00 p.m., FCPD’s Auto Crimes Enforcement (ACE) detectives, with the assistance of their Real-Time Crime Center (RTCC), alerted the Anne Arundel County Police Department to a possible suspect vehicle location. Anne Arundel County Police officers located the vehicle in a parking garage at the Annapolis Mall, and three suspects were taken into custody.
Arrested:
Damari Darrell Cousar, 21, of Washington D.C., was charged with Motor Vehicle Theft (Anne Arundel County), Armed Robbery (Montgomery County), Grand Larceny (Prince William County), Grand Larceny with Intent to Sell, and Conspiracy to Commit Larceny (Fairfax County). He is being held at the Anne Arundel County – Jennifer Road Detention Center on no bond as he awaits extradition back to Fairfax County. Cousar is considered a suspect in the crimes committed in Anne Arundel County.

Rasaan Carlos Washington, 28, of Washington, D.C., was charged with Motor Vehicle Theft (Anne Arundel County), Felony Destruction, Grand Larceny, Conspiracy to Commit Larceny, (Montgomery County) and served several outstanding Failure to Appear warrants. He was taken into custody by Anne Arundel County Police Department and is being held at the Anne Arundel County – Jennifer Road Detention Center on no bond. Washington is considered a suspect in the crimes committed in Anne Arundel County.

A 17-year-old juvenile male has been identified as a suspect involved in the organized retail theft crew. He was charged with Rogue and Vagabond, Unlawful taking of a Motor Vehicle, and Unlawful Removal of a Motor Vehicle (Anne Arundel County). The juvenile is considered a suspect in the crimes committed in Anne Arundel County.

On March 27, 2025, at approximately 10:00 p.m., officers responded to the area of Annapolis Road and California Terrace for a reported motor vehicle collision. During the investigation, officers learned that one of the drivers had an active detainer for probation violation. The suspect was taken into custody and found to be in possession of approximately 36.38 grams of suspected crack cocaine, a capsule containing suspected heroin and fentanyl, five Xanax bars, and a vial of suspect PCP. The suspect was charged with multiple CDS-related charges.
