Hosted by the County Executive’s Office of Community Engagement & Constituent Services (CECS) in partnership with the Growth Action Network, the 2025 Community Association Summit brought together community leaders, association members, and residents for a full day of learning, networking, and collaboration.

The summit featured expert-led sessions designed to empower community associations with practical tools and knowledge to foster sustainable, thriving neighborhoods.

Presented by Noah Wright, Anne Arundel County Conflict Resolution Center
This session covered effective communication methods, exploring different conflict styles, the impact of social media, dispute handling, and when to seek external assistance.

Attendees learned how to effectively engage with county government, including routing constituent concerns, advocating during the budget process, accessing resources, and staying informed on community issues.

This workshop provided an overview of stormwater Best Management Practices (BMPs) and guided attendees through establishing effective maintenance strategies for community stormwater infrastructure.

Session IV: Understanding Reserve Studies: Ensuring Financial Stability for Community Associations

Presented by Alicia Menefee, Community Association Institute and Pete Miller, Miller+Dodson
The session delved into the Reserve Study process, discussing the determination of replacement values for key components and considerations for funding estimates, in light of the passage of HB 107 requiring HOAs and Community Associations to conduct Reserve Studies and fund reserves accordingly.
