James Kitchin joined the Pittman administration in December, 2018 as a Community Engagement Officer and was promoted to serve as the Director of Community Engagement and Constituent Services. He served in that position for the remainder of County Executive Pittman's first term where he increased communication and engagement with community members across the county. James currently serves as Special Assistant to the County Executive, engaging directly with community leaders on major policy initiatives. James holds a PhD in Public Policy from the University of Maryland, Baltimore County. His specialization is in Urban Policy, which focuses on the governance of cities and suburbs. His research areas were education policy as well as state and local immigration policy. James grew up in Crofton and resides there with his family today.
