FOR the purpose of providing that revenue from grants solely used to fund capital projects and any required matching funds are not paid into the Grants Special Revenue Fund; providing that unanticipated revenue from grants solely used to fund capital projects and any required matching funds cannot be conditionally appropriated into the Grants Special Revenue Fund; and generally relating to the Grants Special Revenue Fund.
