FOR the purpose of obligating the County to levy the special tax known as the special community benefit assessment on the Severna Forest Special Community Benefit District in an amount sufficient to repay a loan from First National Bank of Pennsylvania to the Severna Forest Community Association, Inc., in each of five (5) fiscal years during the term of the loan.
