FOR the purpose of obligating the County to levy the special tax known as the waterways improvement assessment on the Snug Harbor Waterways Improvement District in an amount sufficient to repay a loan from Sandy Spring Bank to Snug Harbor Waterway Improvement District, Inc. as required by the terms of the loan.
