There is a growth allocation process in the critical area that allows land classified as RCA or LDA to be reclassified to LDA or IDA.
All growth allocation requests and reviews shall be in compliance with the requirements of COMAR, Title 27 and in accordance with Article 18-13-4.

The Letter of Explanation must outline the specifics of the Growth Allocation request. This letter must contain the justification for the request and must address the specific criteria for a Growth Allocation as set forth in COMAR, Title 27.
All administrative site plans must be drawn according to the Growth Allocation Submittal Requirements under COMAR, Title 27.
To confirm the ownership of the subject property. A copy can be obtained from mdlandrec.net. Provide a copy of the recorded subdivision plat or a signed and sealed survey of the property if the deed does not provide a metes and bounds description.
