Colette Holt & Associates was retained by Anne Arundel County to perform a disparity study in conformance with strict constitutional scrutiny.  The purpose of the study was to determine whether Anne Arundel County engages in intentional or inadvertent exclusionary practices in the solicitation and award of contracts to minority, women-owned, and disadvantaged business enterprises (MWDBEs).

The Anne Arundel County Fire Recruitment and Retention Work Group was formed in April 2023 to evaluate the demographic composition of the Anne Arundel County Fire Department, and to make recommendations for diversification of the workforce. The Work Group included representatives from the Office of the County Executive, Office of Equity and Human Rights, Fire Department, Office of Personnel, and the Caucus of African American Leaders. This Work Group served as part of a county-wide diversity effort to identify and engage underrepresented groups in county hiring and partnerships.

In 2024, Anne Arundel County partnered with Arundel Community Development Services and the Equal Rights Center to test the local rental housing market for discrimination.  They conducted a total of 70 tests for discrimination on the bases of source of income, disability, race, and national origin.
