This dashboard allows interested parties to explore the distribution of ethnicities, genders, ages, and pay across the County government’s workforce, including within individual departments.
By default, the dashboard displays all county employees, including temporary contract positions. To focus on a subset, such as merit positions in a specific department, use any combination of the filters at the top of the dashboard. All of the charts will reflect any change in the filters. To reset the dashboard, either reload the page () or click on the Reset View icon ().
Frequently Asked Questions
Many factors influence historical patterns of unequal pay and hiring across social groups, and these factors might be dissimilar for different job types. Accounting for all the differences revealed by this dashboard would require a large, detailed study. In the meantime, the County strives to implement equitable employment practices that reduce pay and hiring disparities across these and other social categories.
Potential factors include:
- Differences in occupation, education, or years of experience. The dashboard does not include these factors.
- Societal gender patterns for occupations. Men predominate in some jobs, women predominate in others, and there are a few where men and women are equally represented.
- Differences in familial responsibilities. Caregivers – often women – may seek positions with predictable or reduced hours, which tend to pay less. Also, caregivers tend to leave the workforce for periods of time, which can reduce their overall years of experience.
- Historical methods of calculating wages. The methods organizations use to calculate wages and salaries can inadvertently bind earners to their first wage (e.g., fixed-percentage promotions and calculating a new hire’s pay based on salary history). If discrimination was present when their first salary was calculated, inequality can be compounded over time.
The dashboard uses each employee’s official pay rate rather than their actual compensation. Thus, overtime, bonuses, and unpaid leave do not affect the totals displayed. Furthermore, employees paid an hourly wage are assumed to work the full amount of their allotted hours; the dashboard does not calculate their pay as if they were full time.
The dashboard includes all employees on the County payroll. However, a few departments have workers who are, for example, state employees, and those employees will not appear here.
The data is a snapshot of the County’s workforce at the end of each fiscal year. Thus, the dashboard will be updated after the conclusion of each fiscal year, which occurs on June 30.

Glossary
- Contractual: An individual who is not a member of the classified or exempt service. Also referred to as Contractual Hourly Employee or Contractual Professional Employee. This type of employee is employed under a specific contractual agreement that may include County benefits as defined in the agreement and may be funded in whole or part by grant funds. This type of employee performs work that is normally required on a year-round basis and the work is not seasonal or does not have a time limited purpose. This individual is paid through the county payroll system for hours worked or for professional services identified in the contractual agreement.
- Merit: These are regular, 'permanent' positions whose holders are eligible for the full range of benefits and for promotion based on merit.
- Supervisory: The purpose of this filter is to allow users to examine the demographic distribution of employees in higher-ranking jobs. This is not an official class of positions in the County. Thus, we are in the process of identifying merit positions with substantial managerial duties, whether supervising personnel or programs, but this list remains incomplete. In the current edition of the dashboard, all positions in the Police, Fire, and Sheriff’s departments have been labeled, whereas other departments might have some that are labeled and some that are not. Also, temporary, or contract, positions are currently grouped with those that have yet to be classified, but they can be assumed to be non-supervisory.
- Temp/Seasonal: An individual who is not a member of the classified or exempt service. Also referred to as a temporary, seasonal (Reference: Anne Arundel County Charter, §802(a).) This type of employee is at-will. This type of worker is hired on a temporary basis because of the work required during a particular time of the year or for a specific time limited purpose related to seasonal work. An example would be a temporary/seasonal worker hired to mow the parks during the spring and summer. This type of employee works less than 1500 hours of work in a calendar year, is paid through the County payroll system for hours worked under an employment letter, and is not entitled to any County benefits.
