These core functions enhance public safety, reduce crime, and foster community trust. We accomplish this by equipping our department with informed decision-making tools, leveraging technology, cultivating strong community partnerships, and conducting balanced criminal intelligence analysis. Our unwavering commitment to protecting privacy and civil liberties ensures that the RTIC's operations are guided by ethical principles and respect for individual rights.
Core Principles
By strategically allocating resources, enhancing response times, and proactively implementing crime prevention measures, we can create a safer community while safeguarding individual privacy and civil liberties. These interconnected strategies prioritize both officer and public safety, resulting in more effective investigations, quicker suspect identification, faster apprehensions, and ultimately, a more secure environment for all.
-
Detect
Prioritizes maintaining real-time situational awareness through a comprehensive data network, enabling the swift identification of crime and potential threats.
-
Connect
Fosters seamless connection of disparate pieces of information, communication and collaboration between the RTIC, law enforcement partners, the community and first responders, ensuring coordinated responses during critical situations.
-
Protect
The ultimate objective, leveraging "Detect" and "Connect" to safeguard both officer and community safety. This also involves ensuring that the use of technology and data is ethical, legal, and respects individual rights. It includes implementing measures to prevent misuse of information and to protect sensitive data from unauthorized access. By prioritizing protection, the RTIC can build trust with the community and ensure that our efforts to enhance safety are carried out in a responsible and accountable manner.
Frequently Asked Questions
Our new Real-Time Information Center uses cutting-edge technology to analyze data from sources like cameras, license plate readers, and 911 calls, giving officers instant information and improving response times. This helps us identify crime trends, address threats proactively, and make Anne Arundel County safer for everyone.
The Anne Arundel County Police Department established the Real-Time Information Center (RTIC) to enhance public safety and improve law enforcement operations. By leveraging advanced technology and data analytics, the RTIC serves as a resource multiplier, enabling officers to respond more effectively to incidents, investigate crimes more efficiently, and prevent crime proactively. This investment in technology demonstrates the department's commitment to innovation and progress in community policing. The RTIC ultimately contributes to a safer and more secure community while protecting civil rights and liberties.
The Real-Time Information Center (RTIC) is not only a valuable tool for law enforcement but also a significant investment in the community. By fostering collaboration and communication between the police department and the public, the RTIC strengthens community trust and promotes a shared commitment to public safety. The Community Connect video sharing program, a component of the RTIC, empowers residents to actively participate in crime prevention by sharing relevant footage or information with law enforcement. This collaborative approach increases our ability to partner with our community so we can proactively work together making Anne Arundel County the “Best Place for All.”

The Anne Arundel County Police Department's Real-Time Information Center (RTIC) is a valuable tool for enhancing public safety. However, its power must be wielded responsibly. Protecting privacy and civil liberties is not only an ethical imperative but also a prerequisite for the RTIC's long-term effectiveness. Public trust is essential, and the RTIC is committed to maintaining transparency, accountability, and robust safeguards.
The RTIC's privacy policy ensures that all operations and technology use are conducted ethically and lawfully for legitimate law enforcement purposes. We will not collect or retain information based on personal beliefs, lawful activities, or demographic factors. The RTIC will strictly adhere to First Amendment protections, investigating only when there is reasonable suspicion of criminal activity or threats to public safety.
All information collected through our technologies is managed in strict compliance with federal regulations. Data is safeguarded with the highest security standards, and access is restricted to authorized personnel. Regular audits and assessments ensure ongoing compliance and address potential privacy concerns.
Clear guidelines and oversight mechanisms prevent misuse of the RTIC's technology. The technology will be used exclusively for calls for service, criminal investigations, public safety threats, and authorized training. By striking a balance between security and privacy, the RTIC can effectively serve the community while upholding its core values.
The RTIC currently has a camera integration and camera registry program. The camera integration program is powered by a software called Fusus. Anne Arundel County Police Department entered into an agreement with Fusus by Axon in late 2023 to provide business owners with an option to partner/integrate their camera systems directly with the RTIC. The business owner has full control over what cameras are viewable and when they are viewable by the RTIC. These cameras will NOT be monitored unless a call for service or law enforcement investigation is being conducted in the immediate area. The camera registry program allows homeowners and business owners to add their contact and camera information to a registry to provide contact information to investigators immediately as opposed to going door to door. The camera registry program allows homeowners and business owners to add their contact and camera information to a registry to provide contact information to investigators immediately as opposed to going door to door. This will not give the Real Time Information Center the ability to view cameras.
