Sarah Carter

Sarah E. Carter was one of the first women to be elected to the County Council nearly five decades ago. She was the first African American woman to be elected to the council, in a time when each seat was elected countywide.  The year was 1974 and she made history!.

She overcame so many obstacles and faced the day's challenges with dignity and a little bit of humor.  Her council colleagues spoke about what a great sense of humor she brought during stressful times. Her biggest cheerleaders, her beloved family.

It was clear from all of those who spoke, especially her daughter, Vanessa Carter, that she was a role model beyond measure, working tirelessly with compassion, and conviction. What a beautiful time to recognize an amazing public servant and give the community she loved a way to remember her, honor her, and continue her efforts for generations to come.
