Snow Level of Service

The Bureau of Highways has established different Level of Service standards during snow events based on the roadway functional classification (main and collector roads vs residential streets) and the scale of the event.

All roads provide both mobility and access. 

  • Main and collector roads are typically designed for greater vehicular volumes and speeds to emphasize mobility over access, and are the highest priority for service during a snow event in order to restore mobility for emergency responders and other essential services.  
  • Residential streets, sometimes referred to as local roads, are typically designed for much lower vehicular volumes and speeds, and sometimes even for on-street parking, with an emphasis on access over mobility.  These local roads are still a priority and storm operations do not cease until they are passable, but mains/collectors are prioritized over locals to restore mobility as early as possible after a snow event.
